A New Pathway for the City of Gainesville

The Yes-in-God’s-Backyard (YIGBY) initiative is a Florida legislative framework that invites faith-based organizations to become active partners in expanding affordable housing. Through YIGBY, local governments may authorize housing developments on property owned by religious institutions, allowing churches to translate mission into measurable community impact while preserving local planning authority.

Property Eligibility

Church-owned land may be considered for YIGBY if it meets at least one of the following conditions:

  • The property includes a house of public worship, or
  • The property is adjacent to land that contains a house of worship

The City of Gainesville retains full discretion over where and how YIGBY may be applied.

Affordability Standard

  • A minimum of 10 percent of homes within a YIGBY development must be designated as affordable housing
  • The city may require a greater percentage based on local priorities

Income Levels Served

  • Affordable units must serve households earning up to 120 percent of Area Median Income (AMI)
  • The city may elect to focus on lower income thresholds to better address community need

Housing Types and Ownership

Subject to City of Gainesville approval, YIGBY developments may include:

  • Rental or homeownership opportunities
  • Single-family or multi-family housing

Affordability Duration

  • State law does not prescribe a required affordability period
  • The city may establish affordability terms as part of project approval

Implementation and Approval

YIGBY may be implemented by the city through:

  • Individual project review, or
  • An adopted policy or ordinance
  • City of Gainesville Planning Interpretation

The City of Gainesville Planning Department intends to recognize YIGBY pursuant to Section 7(e) of the YIGBY Church Bill. Projects that comply with applicable land development regulations may qualify for administrative approval.
Faith-based organizations are encouraged to begin the process by requesting a First Step Meeting with the Planning Department to discuss feasibility, requirements, and next steps.

When approved under YIGBY, the City may allow adjustments to certain development standards, including:

  • Residential use within non-residential zoning districts
  • Housing type allowances
  • Density limitations
  • Building height requirements
  • Parking standards
  • Setback requirements

  • Lot coverage limitations
