ConnectFree Program

Resolution 2023-806 governs the ConnectFree Program. While there are several aspects to the ConnectFree Program, the information on this page summarizes ConnectFree benefits for existing single units, new affordable single units, and facilities that are owned and operated by nonprofit organizations or government entities to benefit special needs populations. The ConnectFree Program provides grant funding for eligible properties and projects located throughout the entire GRU service area, to assist with the costs of: 

  • the engineering, design, and construction to extend City water and/or wastewater facilities to a property;
  • Meter installation charges; and
  • Connection charges.

In addition, the ConnectFree Program may also fund on-site plumbing modifications only for qualified existing residential single units as described in Resolution 2023-806. "Qualified" means owner-occupied units with low income households, as defined by the US Department of Housing and Urban Development (HUD).
