Overview

The City of Gainesville welcomes all suppliers to participate in its procurement processes and compete for business opportunities with the city. The following platforms each require registration, but there is no charge to access, download documents or upload a response.

The City of Gainesville Procurement Division uses DemandStar to provide current bid information and notifications.

New Bid Portal: OpenGov

The City of Gainesville is partnering with OpenGov to implement a new online procurement portal that will be a user-friendly, one-stop-shop for vendors to:

  • view bids issued by the City of Gainesville
  • receive notifications of new bids
  • receive notifications of addenda to posted bids
  • respond to bids
  • receive notifications of awarded bids
  • work with the city to finalize contracts

Cone of Silence

To make sure that bidding is fair and all bidders receive the same information, the City of Gainesville does not allow communication concerning an active bid with any department, employee or agent considering the proposals during the submission process.

The Cone of Silence, formerly known as the Blackout Period, is the period between the date the solicitation is issued and the time the contract is awarded. This includes invitations to bid, requests for proposals, qualifications or information (RFP, RFQ and RFI) and invitations to negotiate (NTI).

During the Cone of Silence, no person may lobby on behalf of a competing bid, except in the case of an authorized appeal. Lobbying means when a person attempts to influence decisions of city officials and employees, except as authorized by procurement procedures.

Please do not attempt to discuss a bid with city officials or employees other than the designated procurement staff contact person. If this provision is violated, the party on whose behalf the lobbying occurred will be disqualified.
