Comprehensive Planning

The City works to ensure orderly growth and to maintain the character and stability of present and future land use and development through comprehensive planning. The comprehensive plan identifies a community's resources and the long range community needs and goals. The City of Gainesville is in the process of evaluating and updating its Comprehensive Plan, as required by Florida Statute, this effort is ImagineGNV: The Comprehensive Plan 2050.

Statutory Compliance – EAR Based Amendments

Per Florida State Statute §163.3191 and Florida Administrative Code Rule 73C-49, the Evaluation and Appraisal process requires local governments to update their Comprehensive Plan every 7 years to be compliant with Florida Law. Per this requirement, the City of Gainesville must transmit amendments to the Comprehensive Plan to the Florida Department of Commerce no later than April 30th, 2027. As such, City planning division staff have begun preparing amendments to the currently adopted Comprehensive Plan to meet State Statute compliance.

As the provisions of Senate Bill 180 restrict the City from formal adoption of ImagineGNV, the City Commission directed staff to postpone the adoption process until the legislative provisions expire. The provisions of SB 180 are forecast to expire by October 2027, subject to future legislative determination and revision. Though the City cannot finish the processing of ImagineGNV, the City’s draft 2050 Comprehensive Plan, at this time due to the restrictions of Senate Bill 180, staff remains committed to the goals and inherent vision of that initiative built through collaboration and community engagement. ImagineGNV: The Comprehensive Plan 2050

On Thursday, May 14th, 2026, the City Commission received an update from City Planning Staff on ImagineGNV, including providing updated draft documents, which are able to be accessed at the drop down below. City Staff and City Commissioners agreed to postpone formal adoption of ImagineGNV until the challenges of Senate Bill 180 are addressed at the State level, which is forecasted to October 2027, but is subject to change and not within the City’s control. In the meantime, we encourage our neighbors and community to view the most updated draft documents and send any questions, concerns, or feedback our way using the contact information at the bottom of the page.
